Which form of government is where one person controls most of the governing decisions

A monarchy sees a king decide on government related matters and implement these decisions. The flip (and negative) side of a monarchy is called a tyranny or dictatorship (the ruler decides and implements by force and through the use of fear). Some precarious democracies have executive (i. e presidents) branches with power unchecked by other branches, and could easily turn into a dictatorship.
