    That statement false.

    They believed that criminals are the people that failed to fit in/adapt to the way society operates.

    Because of this, they view criminals as people who do not possess necessary capabilities to fulfill their roles in society (not fully evolved as other members)

    The given statement is False. In early times, positivist did not believed that criminals were as fully evolved as other members of western societies. Positivists believed that the Criminals class is not as much evolved as other members of western societies and hence they proposed that there should a criminal law to handle the criminal activities.
