When an issue creates disagreement among the states, how does federalism solve the problem?

    For the national government, they will create certain regulations imposed to each state involved. The federal powers are the highest and therefore the Constitution has the final decision. Debates should be open for both states and they are expected that each state has to make a decision about the issue.
