Why do some dictatorships adopt some of the features of democratic government

A few reasons include-

Minimizing chances of civil war

Taking a step toward changing into a democracy

To try and draw less attention from foreign democratic countries

Trying to make the government more acceptable to it's people (Countries that incorporate socialistic movement for example China and Vietnam)
