    The answer is because it didnt have enough money.

    they didnt give it because they want the soldiers to be tough. They didnt give it because they simply cant. Federal spending divided into three groups:

    - mandatory spendings

    Spendings that requiref by existing law, such as health care, to take care of public properties, etc. Mandatory spendings took up to 90 % of the federal spendings

    - Discretionary spendings

    An additonal optional spendings such as buying a new guns for military, dll

    - interest on federal debts
