Which is a limit on the 14th Amendment's grand jury indictment procedure?

I think its this, im not 100% sure though

My reasoning:

US Constitution Article XIV Section 1~

" ... No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law ... "

This says that the states have power over their state, not the supreme court, but its limited to constitutional rights.
