People don't always act in accordance with their attitudes.

Sometimes people will think one thing and do something completely different. In the case above, Ty had very strong attitudes about the elections, and the importance of voting, yet when the day came, he didn't turn out. Even though his opinions about voting were strong, he still failed to act on them.
