Why can a local governments pool vied some services more efficiently than state governments can

One of the reason is because a local government is only responsible for a really small area, which tend to not need much resources to accomplish. Not only that, smaller Area mean that the local government does not have to face wide Diversity of services due to citizen's similarity in their territory
