Why would workers fighting a plant closing be an example of action?

This is an example of action because the workers doesn't want to lose their jobs, in which this will show that they active in the economy. This is an action for they try to take a course of action in preventing the plant from closing with the cause of their desires of having their jobs back and won't be losing it because of the plant closing.
