Depends on where they are and what they have gone through. For example, for someone at the cemetry to mourn someone beloved, his mood would obviously change. Or if something good happened at a particular place, and he was there, he would be feeling relatively joyous. Places affect people's feelings based on the experiences (if they had) there at that place. We, as humans, act based on feelings. So if you're angry at somebody, you might shout or curse, that is actions based on emotions. Therefore, places definitely affect people, all the time, and it is inavoidable.
