Because there is a shortage of all goods during wars, Goods are difficult to export and import because ports, airports and all other entries into the country are severely controlled. So, food, has to be rationed as production decreases because many volunteers have to go to fight in the war, This applies not only to food, but also to clothes, shoes and any type of domestic product.
