    New fedaralism has been most commonly been used since the very early years of President Reagan's administration in 1981. The political philosophy, which grants particular powers to the states and removes the Federal Governemnt from having jurisdiction over those powers. As a response, federal grants were used as leverage against the states to influence the implementation of the program being controlled by the state.
