In the 1930's Hitler drummed up German racism against Jews and stoked fears that the Jews had too much economic power. In Rwanda in the early 1990s, the Hutus and Tutsis did the same to one another. Even today there's immense racism and fear in the U. S. against Moslems and even Hispanics, most of which is being stirred up by politicians and other prominent leaders. This kind of hysteria is never grounded in reason; it's always the result of racism and fear. So your anser is 100% true.
