The correct answer is Nine of the thirteen states had to agree before a law was passed.

This is very difficult to get, since this means roughly 70% of people would have to agree on a law. To compare that to today's society, there only needs to be a simple majority in the Congress in order to get a new law passed. Along with this, the Articles of Confederation made the federal government extremely weak. The federal government had no way of forcing state representatives to vote on issues. This is one of the many flaws of the Articles of Confederation.
