The disagreements between the federalists and the anti-federalists was the reason for adding the Bill of Rights in the constitution, The Federalists wanted a strong central government, while Anti-federalists wanted state and local government to have more power and argued that having a bill of rights would place limits on government power and was a way to safeguard people's liberty.
