Answer: It made Native Americans more vulnerable politically
Explanation: The tribes were the only political units that Native Americans knew. According to Deloria in his book "Custer died for your sins" tribalism is the only political objective that matters. Breaking up tribes with the Dawes Act for instance was the best means to annihilate Native Americans politically speaking.
