Polk, a southern Democrat who supported slavery, was also a strong believer in Manifest Destiny, or the belief that it was God's will for the United States to expand to the Pacific Ocean. This eventually led to the U. S. annexing Texas and provoking a war with Mexico for New Mexico and California. With the tension over slavery, David Wilmot proposed outlawing slavery in the new territories gained from the war with Mexico. Eventually, Congress settled the issue with the Compromise of 1850, which allowed popular sovereignty (or people to choose between being a free state or slave state) in the New Mexico territory, and California would enter the union as a free state. The Compromise of 1850 also included the Fugitive Slave Law, which required all slaves fleeing the South to the North to be returned to their owners. The Compromise of 1850 was also one of the main causes of the Civil War.
