Why didn't slaves flee to the non-state territories like Oklahoma at the time to avoid the Fugitive Slave Act?

In 1850 the clay compromise was passed, this included a law that the slave states could take the run-away slaves back to their land and could punish them in anyway, this is why they didint flee.
