    A. Philip Randolph

    Explanation:

The armed forced during WWII were heavily segregated and there were many reports of violations of civil rights, violence, and racism towards African American soldiers. It was brought to President Truman's attention that something had to be done to end the discrimination in the military. In that context, an African American activist named A. Philip Randolph, explained to Truman that if the armed forces were not desegregated then African Americans would no longer want to serve in the military. Truman took this into consideration, as well as the fact that he wanted political support from African Americans and decided to sign Executive Order 9981 that officially banned segregation and discrimination in the military.
