Difference between expressed and delegated powers

    Expressed powers are those given to a government by its states constinution or otherwise agreed upon rules. Delegated powers are unwritten powers in which the government becomes the residing authority by default of social hierarchy. Delegated powers are those that react to developments over time and changes in the political world.
