New York is required by law to provide shelter to anyone who needs it so that they don't have to sleep on the street. This isn't the case in Los Angeles. In addition to the total number of people experiencing homelessness on any given night, the graphs below show how many were sheltered versus unsheltered in 2011 and 2017. Assuming a constant rate of change, write equations to predict the sheltered and unsheltered populations in each city in future years.
