    they both have an electrical charge, and force.

    Neutral's are Nueatral. they have to opisition or attraction = No electrical force.

    According to the Coulomb's law in electrostatics, there is a force of attraction or repulsion between two charges. The force is directly proportional to the product of two charges and inversely proportional to the square of distance between them.

    As the two objects having charge they exerts a force on each other.

    When tow opposite charges are there, the force of attraction is there and when two same charges are there the force of repulsion is there.

    When the objects are neutral, then the force between them is zero.
