When we talk about a body being at rest, we talk about it from the frame of reference of our planet.
For example, the house you are staying in is at rest. For you and me, it is at rest.
But if we see it from space, it will not be at rest. Since earth is moving, the house is moving along with it.
A house or a monument or a lake or a forest may appear to be at rest, but everything on earth is moving along with the planet. Similarly all other things in the universe are also in motion. So nobody is at perfect rest.
