    A substance that contains more hydroxide ions than hydronium ions in solution could have a pH value that is greater than 7. As pH values greater than 7, indicates that the solution is not neutral anymore and thus possess same number of hydrogen as OH ions, but a greater amount of hydroxide ions than hydrogen ions. As it is more basic.
